New NCOALink® Requirements!
As a reminder, the USPS® has mandated that the new Move Update requirement take effect November 23, 2008. The new Move Update standard has been extended to include all Standard Mail® and the minimum frequency of change-of-address processing has changed from 185 days to 95 days prior to the date of your mailing.

To meet the 95 day readiness requirement of November 23, 2008, you must use an address updating solution no earlier than August 20th to receive automation and presort discounted rates. This means all mail entered into the mail stream on November 23rd must have been processed using an address updating solution no earlier than August 20th to meet the Move Update requirement.

Why the change? The new Move Update standard will result in better address quality by removing incorrectly addressed mail pieces, which will help to reduce undelivered-as-addressed (UAA) mail and reduce your overall mailing costs.

What you need to do: Make sure you and your customers are aware that the new Move Update requirement goes into effect November 23, 2008 and that addresses must be updated no earlier than August 20th to receive automation and presort discounted rates. There are two exceptions to this requirement: If you are mailing an occupant file without names or you use a name and include "OR CURRENT RESIDENT" you will be in compliance with the Move Update standard. Reference DMM 602.3.3, 602.3.4 and 507.4.4.1.a-b. The USPS® released a customer support ruling further clarifying alternate addressing: http://pe.usps.gov/text/CSR/PS-048.htm.
